Gulf Coast Hospital Gulf Coast Hospital (GCH) is a 350-bed facility that is located in the heart of New Orleans, Louisiana. Louisiana is located on the gulf coast of the United States. The gulf coast is subject to severe storms including hurricanes. On August 29, 2005, Louisiana was struck by Hurricane Katrina. The flooding from Katrina destroyed most of the patient files stored in the basement of the facility. Measures were put into place prior to the catastrophic event that allowed patients to obtain their medical records to be treated at another facility and to help with the identification process of those who lost their lives. These measures will be discussed in detail in this paper. Hurricane Katrina was a Category 5 hurricane that destroyed the gulf coast and flooded the GCH. The floodwaters destroyed the paper charts held in the basement of GCH and all the computers in the facility. During the clean-up phase, the paper charts and computers were incinerated to protect the information stored on them. Because the medical records were scanned into a computer system and stored at an offsite area, they were accessible to obtain medical information in this emergent situation. The U. S. Department of Health and Human Services published a bulletin on September 2, 2005 that addressed â€Å"HIPAA privacy and disclosures in emergency situations† (Department of Health Human Services [DHHS], 2005, p. 1). According to this bulletin, patient information can be shared in emergency situations to provide treatment. Information may also be shared if it is necessary to â€Å"identify, locate and notify family members, guardians, or anyone else responsible for the individual’s care of the individual’s location, general condition, or death† (DHHS, 2005, p. 1).
